As you can see by the headstone, Frank died 9 Feb 1946. He is listed in the 1920 and 1930 census as living in Brooklyn, NY.
The Denison Genealogy states (p. 457) that he was a judge in the minicipal court of New York and served in WWI on the Legal Advisory Board. His WWI Draft Cards says he is a lawyer working for a firm on Wall St., in New York City. On this document he is listed with the middle name of Howland as well as in the Denison Genealogy.
The only hint of his parents is the 1910 census where he is listed with his mother Mary on the 8th day of April living in Queens, New York. She lists that she has 4 children all still living. Mary was born in New York but her parents were born in New Jersey. Frank is listed as a corporate lawyer.
